With the following proposal, L2BEAT would like to use their technical expertise to support Maker’s Multichain opportunities.

## L2BEAT’s Proposal to Maker Governance ##

In light of Maker’s recent onboarding of the Endgame and Scope Frameworks, various community members and 3rd party participants have requested clarity regarding Maker’s Layer Two plans. As a professional ecosystem actor, L2BEAT proposes to work on these challenges for both Maker Core as well as offering SubDAO support as necessary. This involves both near term and long term, aspirational elements.

Near term work involves reaching a resolution following PECU’s Multichain Strategy Update, and longer term efforts involve deeper research work for aspirational maker chain development.

As per the Engineering Multichain budget (Section 7.1), L2BEAT is requesting an annual 1.55M DAI streamed monthly, expiring at the end of June 2024.

## Scope ##

As part of this proposal, L2BEAT aims to:
- Work with relevant stakeholders, including Maker holders, SubDAOs and other Ecosystem Actors, to deliver an updated MultiChain strategy with regards to:

    -- The usage of Canonical DAI and Canonical Bridges (currently deployed on Optimism, Arbitrum, zkSync, StarkNet)
        -- Providing clear guidance if Maker should support Canonical DAI on new chains or if the use of “wrapped DAI” is acceptable
        -- Developing the future roadmap of governance relays that are currently used to relay governance spells to L2 contracts
        -- Exploring the future roadmap of Maker Teleport - the facility allowing for fast withdrawals of DAI from L2s
        -- Exploring the future roadmap of dss-bridge - the facility meant to allow for fast teleport of DAI to any chain and for direct DAI minting on L2 if Maker VAT was to be deployed on L2 (which, with the current strategy, is not being considered)
        -- Work on interoperability aspects and design for the future MakerChain, especially with a focus on trustless bridging from whatever chain will be used to implement the MakerChain to chains where DAI is actually used (primarily Ethereum, but theoretically other chains as well)
- Perform oversight on the future deployments of bridges, gov-relays, teleport, etc. depending on the approved version of the new MultiChain strategy, including help reviewing L2 spells
- Continue currently paused talks with Base, Scroll, Polygon and other rollups/chains

Note that the scope of work does not include smart contract deployment (other than eventual prototyping), unit and integration testing, coordination of auditing process, bug bounty programs or subsequent maintenance of smart contract infrastructure. We assume that this work (with our oversight) will be performed by other Ecosystem Actors specializing in smart contract development and maintenance.

**GovAlpha's Mandate**

**1. Neutrality**  
Neutrality is essential if GovAlpha is to maintain its position as a credible facilitator of governance within MakerDAO. Ultimately GovAlpha has this mandate because it is trusted by governance participants to fulfill it without bias towards outcomes. Lack of neutrality undermines this trust, however, GovAlpha must also maintain and improve the governance structures and processes within MakerDAO and this is impossible to do without expressing opinions on these structures and processes. Therefore, the Facilitators of GovAlpha commit to neutrality in areas unrelated to the governance of MakerDAO.

**2. Facilitation of Governance**  
The governance processes of an organization like MakerDAO will not operate consistently and clearly without facilitation. GovAlpha fulfills the role of officials in traditional systems of governance, leaving those involved in governance able to spend more time on decision-making and discussion.

**3. Effectiveness of Governance**  
The strength of the MakerDAO governance system relates directly to the participation levels in both on-chain and off-chain governance. The expression of will by individuals interested in the Protocol’s success can only be as well-rounded and well-defined as the number of Governance participants. Similarly, a decision is only as durable as the consensus surrounding it. For these reasons, it is GovAlpha's mandate to strive for participation and consensus which are crucial for the preservation and improvement of governance within MakerDAO.

**4. Communication and Moderation**  
Moderation and communication fulfill a supporting role in relation to the other items of the mandate. It is difficult to facilitate effective governance if high-quality communication platforms and norms do not exist. Additionally, GovAlpha should be accessible to the MakerDAO community and the MakerDAO mandated actors and attempt to bridge these two groups of stakeholders in cases of disagreement.

Helping to ensure MakerDAO has a consistent and well-run governance process managed by elected facilitators.

Growth

The key channels we wish to expand are the (1) ability of borrowers to generate Dai, (2) the ability of users to buy and sell Dai, and (3) the ability of users to perform a useful activity with Dai.

To do so, each member of the Growth CU will be in charge of a segment, vertical, or geography to:

-   Understand the Maker protocol market fit.
-   Give support and education to drive Dai adoption and integrations.
-   Generate expansion and adoption of Dai.
-   Develop an integration strategy and give continuous advice to the newest distribution channels.
-   Create a success plan to track integration outcomes.
-   Review the status of the oldest integrations to help them to grow in the usage of Dai.

**What is our execution strategy?**

We follow a demand-driven fast execution strategy, spreading resources across a large variety of partner verticals based (initially) on intuition and hypothesis about Maker’s protocol market fit, see what works, and then continually double down where we’ve gained traction.

Once we have found a new market (it could be a region, a vertical, or product), we follow this process to open it and establish Maker on it: 

1. we acquire a foundational bridgehead integration which serves as an
    icebreaker because it facilitates the expansion beyond our current
    integration types 
2. we use this bridgehead to gain further foundational integrations which help us to make Dai available in
    that market 
3. we use these foundational integrations to develop
    higher-level partnerships, those are partners who add utility to Dai
    rather than availability

The Growth Core Unit aims to grow the available distribution channels for the Maker protocol by intelligently deploying the human and financial capital given by the DAO, increasing the supply and demand of Dai in the global markets.

StableLab is a research and development firm specializing in governance operations and analytics. We contribute to over 20 protocols and ecosystems with exceptional participation metrics.
